CleanBC announced changes to their Energy Savings Program (ESP) for insulation, window & door, and heat pump rebates within the program. The changes come into effect on July 6, 2026.

We recognize that changing rebates, especially given short notice, may be frustrating or disappointing for many. The HPSC continues to advocate for stable, long-term rebate programs based on industry feedback. At the same time, we acknowledge the significant financial pressures facing the provincial government. Our understanding is that these changes are being made to avoid a complete shutdown of the program. BC Hydro and Fortis BC continue to offer insulation, window & door, and/or heat pump rebates.
